Well beyond the fact that the users still require admin access to
install the clients, the update db is pretty darn useless, IMHO. 
Unless this has changed, but at Pubforum dublin Citrix was saying this
was still aproblem.

As for why it can't be configured at a farm level, well, it's because
Citrix hasn't built that functionality in at the farm level.  The
closest you get is WI client detection.
