I found some more info that may shed some light on this:
In Device Manager, Sound video and game controllers, Audio Codecs,
Properties tab, the Audio Compression Codecs list is missing
"Ctxadpcm.acm" and "Citrix Audio Codec". The server in which audio works
has these items listed.
Now that I know what the problem is, how do I fix it?

I have 2 Windows 2000 Server MF XPa servers, load balancing a published
desktop. I recently rebuilt the farm, and since then the sound doesn't
work on one of the servers.
I can connect over ICA to the servers using one client, and the sound
works when connected to server2 but not when connected to server1.
The ICA settings on both servers are configured the same, enabling
sound, the servers have identical hardware (neither has a sound card),
Clients obviously enabled sound, so what else would be preventing sound
from working on one of them? Is there a setting I'm overlooking?
