I was going to say net user, until you mentioned "specified domain". You
may be able to use the upn with it.

I've always done stuff like that with ADSI (and either nametranslate if
using the LDAP provider, or simply the account name using the WinNT
provider). A bit more tricky, when it's to be done in a CMD script and
for specific domains...
