[THIN] Can't connect to Farm

I have a user who is running Windows XP SP2 who can't connect ot my farm.
His connection properties are correct. The error msg pops almost as soon
as he clicks on the connection (in program neighborhood). The error is
"Cannot to connect to metaframe server, the socket is not already bound to
an address". What does this mean?
