Are the users that your testing with on the outside (Internet), or on
your internal network?  If they are on the Internet, have you
installed the CA Root Certificate on their local machine?  If not,
you can get this error message.  Even if you create an SSL
certificate, install the public cert on a workstation, you still have
to install the public cert of the CA Root on the workstation.
