[THIN] Application issue since installing FR3

Hello. After migrating our servers to FR3 (Windows 2000 SP3) we found
that one of our apps was having issues with its online updates.
(Applications we provided as an ASP) normally our apps have a feature that
launches a second app (called Connect) which will download any app updates
and also transmit user data to us. Since installing FR3, Connect will open,
but will not try to contact the remote servers. This only happens when
launching Connect through an ICA connection. If you are at the terminal,
VNC, or RDP into the box, it will work.
I did a file monitor on a server that works (still thankfully on FR2)
and one on FR3 while running connect. During the process the working version
opens and queries WS2_32.dll and WS2HELP.dll (winsock dll's) but the FR3 one
doesn't even attempt to access the file. On that same FR3 box, logged in
through VNC or TS, it will access those files.
Does anyone know of any changes to FR3 or ICA protocol that would cause this
kind of change? During FR3 install it does open and query these two files
but doesn't appear to update them in any way. Any help would be very
appreciated!!!! Thanks
