[THIN] Application Access

We currently have several Windows 2000 Service Pack 3 with Metaframe XP
Feature Release 2 server and we are trying to accomplish the following.
We want to load balance one application over several servers but guarantee
that the 35 users using the application will allows be available to them.
Is there anyway to dedicate MF licenses to certain groups, users or devices
to ensure they can always log on?
