I figured out what was causing the issue.  I had the "Start program on
Connection" setting defined for that policy.  I removed that and it is
working fine.

I am Testing 2.0 on a 2003 Enterprise edition server, and when signing in as
a Non-admin user the "Please wait Connecting to Application server <server>"
Never vanishes.  This occurs only with my non-admin users.  I do have a
strongly locked policy on them.  My guess is that I have restricted
something IQ is looking at or trying to do, but I do not know what at the
moment.  Any  ideas of what I could check quickly or what settings are
likely affected?  The server is in relaxed security mode.
