The Ruff was very near the boardwalk off the main road in the refuge. South of the visitor center on the east side of the road to frozen point. Got really close looks at the end of the boardwalk with scope (30' out). Bright orange legs and orange-ish base of bill. Looks to be a male that is still mostly in winter plumage American Black Duck in the flooded field south of the visitor center. Viewed from the road to Shoveler Pond. Due south of the willow boardwalk. Got clean views with scope. Much darker body and no black spot at gape. Saw other Mottleds for comparison. Definitely Black and not Mottled. The one day I didn't bring the camera along...
