Based on Fred's post below that Kendra had relocated the bird yesterday
afternoon, I went back this morning and found it. I located the bird in the
marsh area
between the dunes and the beach almost straight out from the most north eastern
boardwalk. Best view was from the line of vegetation on the beach side.

Dear all,
Kendra Kocab was able to locate the Red-necked Phalarope about 3 PM this
afternoon but only saw it briefly at about the same location as previously
reported. About 3:20 PM she relocated it to the east closer to the more eastern
boardwalk in the grassy area near the rain pools. She is attempting pictures at
that location last I spoke with her.
