I would offer that this is a Hammond's Flycatcher. Short all/mostly
black bill, long primary projection, short tail and a slight crest are
all good for that species.

I checked ebird, there was no Gray Flycatcher listing for Tom Green County
which brings me to you for help with a positive ID.
The photo was take on January 17th, 2016.
