Here is the standby voltages for the regulator device  U4101.

pin 7  2.88V     S in
pin 8  0.01V     C2
pin 9  1.13V     Slow Start

pin 11  10.8V   R0
pin 14  0.58V    Output

pin 16  10.8V    Vcc

Try removing the HV lead from the bleeder assy.   If it runs and you have
about 30kv coming out of the IHVT, plug
it back in and disconnect all three HV leads to the CRTs.  If the bleeder is
ok start rehooking tubes one at a time till the culprit shows up. (Bleeder
might be bad)

What is happening at the fault detector input of the CPU? U3100(2). This
should
be at least 3.7 volts. If less than that it will cycle on and off 3 times

Unsolder b+ to audio final(S), or just pull audio final(S), if set starts up
then they are shorted. They will cause set to pulse 3 times if they are
shorted.
