[TechAssist] fix Hitachi 27CX1B (ch# C750) powers up with HV,instant shut down

I found mini fuse F601 ( hit# 2722382. .75 amp)open (near flyback).Feeds
scan derived power to vert output.
A past repair note I found said this is usually due to a vert. output IC
failure, so also replaced I601 (AN5521). ERS'd vert caps.Sets been on
all day OK.
