Gary, did you replace C4108 along with C4102. Didn't see it in your list. Usually C4102 is the culprit if you're reading 8 to 9 volts on pin 16 of U4101. That's too low per my notes, you should be running 11Von pin 16. I'm not where I can check it now but watch those 2 caps.
