hi techs:
i`ve been gaffing litium batteries for years what i do is cut the plastic 
around the batteries then i check the individual batteries to find the bad one 
then i take my power supply crank it to 10 or12 volts across a 1.5v battery and 
i touch +to+ and -to- momentaryly then i hold the 10 or 12 v across the battery 
for about 30 seconds then i check the battery to see if it  now reads if it 
don`t i repeat the process if not the after the second time i junk the barrery .
what u are doing when u do this is braking cobwebs that build up in battery and 
short it out. then what i`ve done after charging is put a bulb of 1.5v  in 
series to discharge the battery fully then chech it after new charge and the 
higher now with a new charge
