[TechAssist] broksonic ctsgt2799 combo odd problem

This unit came in with complaint that took several tries to come , I
replaced several caps in ps, put tape in came on, unplugged, a few hours
later, I just turned unit on with power button, I heard deck movement, no
power led, hit one more time set comes on, whats the deal here?, any help
would be greatly appreciated.
