[TechAssist] Zenith Z5683R Projection Power Problem

have a zenith projection tv Z5683R.....it came in with sound and no pic.....i
changed the distribution block and the HV/SMPS board (9-1674-1).....when i
turned the set on it fired then shutdown.....so i thought the new board was
bad so i put in another board with the picture tubes and distribution block
disconnected.....now the set does nothing.....all the stand-by voltages are
there except the power DD voltage on the resistor (R4106) feeding transistor
Q4103.....i assume that the set is in sutdown or PWR-FAIL.....there is
supposed to be 29.0 VDC on the right end of the resistor, but there is only
.7DC.....is it in PWR-FAIL?.....and if so what would cause that?
