[TechAssist] Zenith SM2771S, vertical collapse, unusual FIX.

This repair tip is from another technician.  Set came in with vertical
collapse.  Replaced vertical deflection IC LA7838, B+ resistor; still no
vertical.  The tech injected a vertical signal with his Sencore, still
no vertical.  After much checking the culprit turned out to be a shorted
capacitor on the solder side, connected to pins 10 and 12 of IC LA7838.
What made this repair so difficult was the shorted capacitor looked like
a bright green coil, which of course, normally tests shorted.
