I can't think of one thing internal to the TV that would affect <just> UHF 28. I have seen it several times, twice where it was the station; once where I had a bad cable. I would try another TV on the same cable. Can't believe it is the tuner, but I've been wrong before. One other thought. I have seen problems on cable 50 or 51 on the RCA CTC175/177/187 sets when a prior tech had not "bothered" to replace the cover.
