I can see this clearly as the symptoms sound the same as on the RCA MM101
chassis. In that case, the CRT PCB came as an assembly and have to be
replaced. Might be worth a shot here.

Phil,

Sure can. These are horizontal streaks.  It does it on both tuner, and
video inputs. Clearly defined edges. The whites, or brighter areas of
the picture are streaking.
