Paul Check your standby voltages first. 169.7V at CX3407,130V at CX3420, 18V at CX3424 and 5V at ICX3402. If this voltages are correct then check Q3402 which is the power supply turn on transistor. If it check good then ring or replace your flyback. If you need any portion of the schematic let me know.
