If this unit uses 2 different transistors to generate the square wave, then 1 transistor is acting as a switch and the other (bad) one is operating as an amplifier, rather than a switch...it isn't turning on hard enough. If this uses an integrated IC, then the same applies, but you may have low current on the input/base of the output transistor. Hope that steers you in the right direction.
