[TechAssist] Zenit PV4655LK9,Digital J. line power indecator flickers when set off?

Shop unit,replaced bleeder block,9-700-31 ( refurbished ) also,blue caps
everywhere I saw them.
Set works fine,great pix and sound but noticed that when OFF the power lamp
flickers red and hear a chirp from set.Did I miss a cap someplace or what?
