[TechAssist] White / Westinghouse TVCR model WVT-11311 Dead set

Good day, friends,
Here is one that don't make much sense (or money) to me.
If I remove the head pre-amp module from the chassis, the set will turn on,
and play OK. It will even load, and play a tape.(with no video of course).
I traced the problem to pin # 27 of IY01.(a LA7423 chip). I replaced the IC
with a new one from HB Electronics (a reliable distributor source). No
change. When I remove the solder from pin # 27 of IY01, the set will fuction
OK.(eccept no video, of course).
What in the name of Sam Walmart is going on here. I have always been able to
fix a problem like this, and move on. Don't tell me, the chinese have
re-invented electronics. A short ckt. should still be a short
ckt.,.....right ?
