How about Judge Judy, then we could all watch it on TV!
On the serious side though, how did you pay for it? If by credit card 
you can simply file a dispute for quality and get your money back, just 
like snapping your fingers! If you have not returned the board by now 
you probably should do that along with a letter requesting a refund. 
Expecting a refund without returning the board is too much to expect.
Also it could have been damaged by UPS or FEDUPS or USPS, was it 
insured? File a claim with the shipper, no insurance required for 
anything under 100.00 value with UPS, not sure about the others. Did you 
use Paypal? find out what their policy is on disputes. Lots of things 
you can do other than pissin' and moanin' ;-) good luck.
