Bill, You need to determine if the problem is with the tuner or the control circuitry. Check for tuner voltages, +5 and +33, monitor the data line to see if there are changes in voltage when changing the channel. If the voltage level changes as you change the channel then most likely the tuner is defective. If there is no voltage change then the problem lies withing the tuner control ciruitry.
