[TechAssist] Toshiba TP5581A Distorted Picture

Make : Toshiba
Model : TP5581A
Problem : Picture gets wavy looking , kind of hard describe but a picture
is worth a thousand words!

When a typical moving image is on the screen it almost looks like a sync
issue.
We have changed C342 and Q413(IC413) and looked over all the boards really
well so far.
Service manual will be here today but wanted to see if any other have seen
this problem on this model.
