[TechAssist] Toshiba TP50F90 TAC9677 Wont turn off

Have to do a service call on this. Customer claims it will not turn off
with remote of button on set. The picture goes away but still has some
lines showing on the screen. Indicator light turns from green to red.
Anyone run into this before? Possibly a stuck relay?
Any ideas or educated guesses, maybe can save a trip back to the shop to
get parts.
