You didn't mention if this happens in tuner, A/V inputs, etc...
From Tech Repair CD:
Toshiba\27AF61 TAC0115\No sync\With RF input* no sound* horz.& vert. rolling
no sync. With audio/video
inputs* has sound* no picture.\\TAC0115\Replacing QV01 fixed the set. QV01 is a
42pin ic (MM1495XD) PN
