[TechAssist] Toshiba 27" TV No power up

Toshiba 27" TV
Model: CE27T11
chassis: TAC 9917
Unit has power light on but will not power up. The
transformer in the SMPS is making a high pitched
whine. All fuses are good. No input the the
regulator. Have checked all caps and semi's in the
SMPS. Any help appreciated.
