[TechAssist] Toshiba 27" TV - CX2778 - Vertical Shrink (2" in middle)

Vertical collapse, 2 inches showing in the middle of the screen
accompanied with lines (every inch or so) on upper half of screen. What
are the usual caps that cause this? Or am I thinking of a more current
model?
