[TechAssist] (TV) Panasonic CT-32G21U 32" Poor Regulation

Panasonic 32" Model  CT-32G21U  
Chassis: ALEDP276

I have a 32" Panasonic that will intermittently drop the 130vdc supply
to as low as 85vdc and pulse with the brightness of the picture.
Have replaced 
IC801 (STK730-020) twice (Including OEM panasonic part number)
D807 7.5v zener
C809 electrolytic off the ref. input to IC801.
and checked just about everything else, including ringing the switching=
 transformer.

It will regulate with a 60watt lamp subbed for the H/O load, but 
will not start. I have to leave the lamp disconnected until 
supply has started, then attach. With the lamp there is no change 
in current needed so 130v stays constant. The set has no problem 
starting with h/o connected. I guess because until CRT comes up the 
current demand is low. 

Anyone out there had this before, please shed some light.
