[TechAssist] TA Emerson MS250RA..Clicks on/off/on/off

Unit came in with washed out picture. After checking, replacing some caps,
repairing some connections, now
as soon as I plug set in, the relay clicks on..then off and continues this
cycle. The first time it stays
on long enough to see retrace lines and no video. C838 was replaced.
Screen voltage is ~4--vdc..red/blue K's at 185 and green is 45vdc.
I suspect bad CRT..but I don't have a schematic to check voltages.
Looking at the connections on the main PCB, I get the feeling I spent too much
time on this already..
Any suggestions before I close unit up and return it?
