I appreciate your reply but all tact switches have been removed and
replaced with a sturdy switch box because the inmates tear the plastic
button out. 
I have tried to show the set up in the website below.

When I turn this on it just continously runs thru the channel numbers. I
have the service manual and all voltages seem good. Any ideas?
