You'll have to decide if this tip applies, from Tech Repair CD:
Sony\KV24FS100\Dead* Found IC600 shorted and R640 open\Countermeasure to 
prevent IC600 from being damaged\Discharge from CRT to the
heat sink of Q600* which is floating*  causes an arc to IC600/pin18 which 
shorts out the IC and causes R640 located on IC600/pin 18
to open.\Also Q601 might also fail.\To prevent failure of IC600 please add the 
following: Connect a 100K resistor between the Heat
Sink of Q600 and ground.\Also remount R628 in ground of VDR601 as shown in 
picture. See attached picture.\This countermeasure was
placed into units  starting from July 2002 production. This countermeasure 
should be done to all sets produced before July 2002

Sony-TV
Model : KV-24FS100
Chassis : SCC-S61D-A  (BA6)
Manufactured June 2002

When power button is pushed the relay clicks and the red light blinks 10
times then the relay clicks again and the red led light on the front blinks
4 times then stops then 4 times and so on. Never developes high voltage and
doesent seem to have any secondary voltages I.E. no dc on the collector of
horizontal output or flyback. I do not hav a schematic or any other prints
on this tv, as I really dont work on many Sony's any help would be very
appreciated.
