You didn't say if the laser was turning on. Can you see red light emitting from the lens? If yes then it is probably weak, if there is a pot on the laser assy try turning it a small amount CW or CCW to get more output. Also it may not spin up fast enough, with a CD in it should spin up too fast then slow down as it tries to focus and read.
