[TechAssist] Sony VCR, SLV555 won't power up, no display

I have this Sony VCR, model SLV555 which will not power up and the front
panel display is not lit either.

I found a 1500uF, 25V cap in the power supply that was leaky. Replaced
that and a few others with high ESR. Also checked the diodes and made
sure that D207 has 16V on the cathode. The ON/OFF pin 2 on the 3 voltage
regulators (3120C, 3120C and 3050C) are at 0.8V all the time, even when
I push the power button.

Does anyone have a list of the proper voltages on the power supply
connector pins and the source from which the regulator ON/OFF pin gets a
HI signal for power?

Power supply is model APS-01UC, Sony part number 1-413-468-13
