If the voltage on pin 8,9,10,11,21,22 is other than 0 Volts STK is bad

In the standby power, IC 501 pin read out voltage. STK412-150
PINS
1-4-5-6-12-13-16 have 72v on them
pin 2 34v
pin 8-9 15v
pin 15-21 15v I appreciate any advice.
