[TechAssist] Sony KV27TS27 shuts down when turn on

This set will shutdown when turned on two or maybe three times when cold,
the power led comes on then goes back off, have to hit the power switch
twice then to turn it on again. Once it turns on it will stay on the rest of
the day and everything looks normal.
