[TechAssist] Sony KPR-46EXR15 Slow raster turn on.

This SONY PTV had the STK convergence IC's shorted and a couple of bad
caps associated with them.
The other complaint the customer has is slow turn on. The sound comes on
right away, but the raster takes about 30 sec. to come on. Sometime it
will blink a couple of times before coming on.
Any ideas on this one?
