Hi George,
Yes I will try to change Q2702 even it checks good. 5 volts ok when I lift
the pin 50 on micro. Also diode across the relay coil checks good. I traced
the short between Q2702 and micro so far everything looks ok but I will
double check. I hope Q2702 will take care of the problem. I will let you
know

Ken,
I assume you measured the 5 volts on the pin 50 of the IC when you lifted
it, then the IC would not be bad (at least for turn on). Try following the
trace to Q2702 looking for a short or low resistance (maybe due to foregin
contaminate). Try replacing Q2702 anyway, and check the diode across the
relay coil.
