[TechAssist] Sanyo DS19500 (19500-01) dead,storm,no visable damage

I have checked the PS over closely and cannot find anything bad. Just
dead. The smps seems not to be oscillating. Fairly new chassis with two
SMD IC's on bottom. Any repair histories on this one?
