Update:
With the shorted zener removed the pwr supply comes on then off right away
and no drive to the HOT, looks like I'm gonna need a print to trace the
problems, does anyone have one they could share? Temporary loan of course!

Found a shorted Zener, D528, in the opto isolator circuit cold ground side.
Can anyone help ID the zener, the numbers on it look like 55B or B55.
