[TechAssist] Samsung TXL3276 dead led blinking

Hello,
Anyone have anything on this TXL3276 Samsung? I have never seen this mode=
l
and have no service info on it. It belongs to the city tax assessors
office and I sure would like to do them a favor by getting some of my
tax money back! Green led blinking continuously. Thanks for any info.
