Depends on what the VDRs are. A variety of devices are called VDRs. The most
common are metal oxide varistors. Some are silicon carbide varistors. Some
are back-to-back power zeners. Even some devices containing gas tubes. Used
to be some germanium varistors. As far as the metal oxide varistors go, they
would change their characteristics depending on how many times they had to
conduct and how much energy they were forced to absorb. So they might start
conducting at a lower voltage than the original, or conduct some current at
a low voltage. Because of the none-linear conduction characteristics, not
fully testable with a VOM.
