Yes the 33 volt is their. This voltage is developed using a 33 volt zenier
with no dropping resistor at the voltage source. If I lift the link from the
source voltage to the diode it shows 127 volts from the power supply side.
The load from the 33 volt must drop  in the tuner and kept constant by the
external zenier diode..
I did change the small transformer as suggested and it can be adjusted
better, will order a new T151 and hope it solves the problem. I will get
back to you and let you know,
