[TechAssist] RCA(CTC177AM2)Low voltage

Problem: will turn on but high voltage is around 12 thousand volts and out put
is running hot.
Readings I have taken on U4101:
Pin 1: -39
Pin 2: -33
Pin 3: 0
Pin 4: -.36
Pin 5: .7
Pin 6: .6
Pin 7: -.35
Pin 8/9: 0
Pin 11/12: 163
Is the output a special output?
Have changed the 1.5 meg resistor.
Do I have a possible bad regulator?
