[TechAssist] RCA ctc-140 no blue

this is an moldie but they will spend good money for this consol.
it has very little blue, if any.
the voltages seem near normal in the video drive stage except
for the blue crt cathode which is 25 volts high.
the crt checks fine.
any clues appreciated,
