[TechAssist] RCA TV/VCR T25003BC no power fix

This set is a sharp chassis. R511 3.9 ohm 2W resistor was open. This lead to
the vertical IC. Replacing the resistor , vertical IC ( X1224CE) cross to a
TA8427K per Dale from Tritronics, and open 100mf@25V cap by the IC fixed the
set. Thanks to Dale Goldspiel for the info. RCA # for IC was 228444 which
was $20.
