Your set apparently doesn't use the small board. I had to ask this same Question some time ago, as I figured someone had butchered the set prior to me getting it. Turns out not all use the small board. I just taped up the wires(separetly, of course) and everything was fine. You should also change the box caps in the horizontal circuit as preventive maintaince.
